To assist AFOA in fulfilling its mission of developing Aboriginal capacity in finance and management, Harold designed a course on comprehensive community development.

Harold worked with the Nisga'a Lisims government, located in northern British Columbia, to develop the Nisga'a Nation's current vision statement "Sayt-K'il'im-Goot—One Heart, One Path, One Nation." 

The Assembly of First Nations is the national organization representing First Nations citizens in Canada.

Harold served as the master of ceremonies for the Aboriginal Entrepreneur's Economic Development Conference in 2011 and is scheduled to do so again in 2012.

As a former tribal chief, Harold Tarbell has had a long involvement in the provision of federal health services in tribal communities.

First Nations in British Columbia negotiated the transfer of federal health programs and services to the First Nations Health Authority.
